What are some places that doesn't have hot summers?

What are some regions that never gets weather above 75 degrees Fahrenheit on an average summer day and is livable? I thought Sweden would be cold or at least cool during the summer, but a friend who lived there told me that it can get as hot as New York (where I'm from).
